November 2007
For the 1st time in the history of Swaziland and in the context of UN reform and the call for a 'One UN', all UN agencies undertook a joint review process, where UN interventions for 2007 where reviewed irrespective of agency affiliation. These interventions were assessed according to the five pillars of the United Nations Development Assistance Framework (UNDAF) for Swaziland. An outcome of the review was recognition that all UN interventions must be aligned with the national Poverty Reduction Strategy and Action Programme (PRSAP), which is the official strategy for reducing poverty in the country.
Through support to promote advocacy for the implementation of the PRSAP, UNDP assisted government to convene meetings of senior policymakers that provided in-depth information on the PRSAP. These meetings were convened by the Prime Minister and included all cabinet members and Principal Secretaries. The objective of these meetings was to ensure that all ministries understood the PRSAP and to initiate development of sector-wide strategies to facilitate effective implementation of the PRSAP.
October 2007
UNDP provided support to national print and electronic media outlets that generated widespread discussions on the nature and source of poverty in the countries, the links between poverty, HIV/AIDS and gender, and an analysis of national strategies used to combat poverty.
UNDP provided support to Philani Maswati, a local NGO, whose patron is Her Majesty the Queen Mother, to provide hampers to BVEs in all four regions of the country. Due to the high incidence of HIV/AIDS, in many areas it is the elderly that bear the burden of raising Orphans and Vulnerable Children (OVCs) whose families have been adversely affected by the HIV/AIDS pandemic. This event was attended by the Queen Mother, Deputy Prime Minister, heads of UN agencies, NGOs and other stakeholders.
UNDP assisted government technical staff to attend an international workshop on MDG report writing that was held in Manila, Philippines. This workshop strengthened the technical capacity of staff in the Ministry of Economic Planning and Development (MEPD) and the Central Statistics Office (CSO). These agencies generate much of the data used in MDG reports, and the expectation is that the training provided will be used to produce an MDG report in 2008 that incorporates information from the 2007 Population Census and the 2007 Demographic and Health Survey (DHS)In recognizing the linkage between poverty and HIV/AIDS, UNDP supported the joint participation of a senior economic from MEPD and the Monitoring and Evaluation Officer from the National Emergency Response Council on HIV/AIDS (NERCHA) to attend the World Bank annual meetings. At the meeting the two gave a joint presentation on Poverty and HIV/AIDS, which generated substantial interest to those present.
